Urgent: Blocked by credit card verification for billing account

Hello organizers. Thank you so much for the Google Cloud credit code (LHEX-1WAW-KM13-5T90). I am trying to redeem it, but to activate the billing account, Google still requires a credit/debit card for verification. Unfortunately, as a student in Burundi, I do not have access to one.
My local development is complete: I have built my AI agent and containerized it with Docker. I am fully ready for deployment, but this billing verification step is completely blocking my participation.
Is there any alternative process or a special sandbox environment (like Qwiklabs) that the organizers can provide for participants who are in this situation? Any help would be greatly appreciated. Thank you.

    Thanks for reaching out. We understand that not everyone has a credit or debit card, and this presents a significant challenge for setting up a Google Cloud account.

    Unfortunately, Google Cloud generally requires a credit or debit card to set up a billing account for each individual, even to access the Free Tier or Free Trial. This is a mandatory step for identity verification and account activation.

    Without a credit or debit card, direct access to create an individual Google Cloud account is blocked.
